The Inter-American Foundation (IAF) is funding a five-year effort to run and manage the IAF Research Fellowship Program through one cooperative agreement. The core purpose of the program is to support rigorous, field-based research that answers practical, decision-relevant questions about grassroots and community-led development. The IAF is looking for research that produces grounded evidence it can actually use to improve its programming, spot what might be scaled or replicated in other contexts, and add useful findings to the broader community-led development field.

Rather than awarding a large number of separate grants directly to individual researchers, the IAF intends to select a single organization (the Award Recipient) to administer the fellowship program on IAF's behalf during FY23 through FY28. Under this structure, the Award Recipient would be responsible for implementing the fellowship model, including launching competitions, selecting fellows, managing awards, and supporting the production of high-quality research outputs in coordination with IAF. Because the funding instrument is a cooperative agreement, the IAF expects to remain actively involved in the program's direction and execution, more so than it typically would under a standard grant.

If funds are available, the cooperative agreement will enable the program to provide up to 10 new fellowship awards each fiscal year beginning in FY24. The fellowships are meant for individuals who have the expertise and creativity to investigate "pressing questions" that the IAF identifies, while also leaving room in some cases for applicants to propose their own research questions. The intent is to build a steady pipeline of studies over multiple years, generating credible evidence that can inform future IAF decisions and programming approaches.

The fellowship applicant pool is intentionally broad. Eligible fellows may include graduate students at any level and in any discipline (explicitly including MBA students), independent or organizationally affiliated researchers, current or former IAF grant participants, and other practitioners with relevant experience. Fellows may be citizens of the United States or citizens of any country where the IAF operates. The announcement also anticipates participation from universities, think tanks, and other organizations that may want to co-fund research or create other arrangements, which could involve additional transactions managed by the Award Recipient.

For the administrator competition itself, eligibility spans a wide set of organization types, including public and state-controlled institutions of higher education, tribal organizations (other than federally recognized tribal governments), nonprofits with or without 501(c)(3) status, for-profit organizations (including small businesses), and other eligible entities as described in the full notice.
